Scope, from the order notice

Scope of the Orders The merchandise covered by the orders is disposable aluminum containers, pans, trays, and lids produced primarily from flat- rolled aluminum. The subject merchandise includes disposable aluminum containers, pans, trays, and lids regardless of shape or size and whether or not wrinkled or smooth. The term ``disposable'' is used to identify an aluminum article that is designed to be used once, or for a limited number of times, and then recycled or otherwise disposed. ``Containers, pans, and ``trays'' are receptacles for holding goods. The subject disposable aluminum lids are intended to be used in combination with disposable containers produced from aluminum or other materials (e.g., paper or plastic). Where a disposable aluminum lid is imported with a non-aluminum container, only the disposable aluminum lid is included in the scope. Disposable aluminum containers, pans, trays, and lids are also included within the scope regardless of whether the surface has been embossed, printed, coated (including with a non-stick substance), or decorated, and regardless of the style of the edges. …

What A-570-170 means when you import

Cash deposit at entry. For every entry of goods in scope, CBP collects an estimated antidumping duty cash deposit at the rate assigned to the exporter or producer on the entry, on top of the Column 1 duty and any Chapter 99 trade-remedy lines. Because a companion countervailing case exists, an entry of Disposable Aluminum Containers, Pans, Trays and Lids from China carries both deposits.

Your supplier sets your rate. The same product from two plants in China can deposit at different rates. Before you price the order, ask the supplier which legal entity will appear as exporter and as producer on the invoice. China is treated as a non-market economy in antidumping cases: an exporter that has not established its own separate rate deposits at the country-wide rate, which is normally the highest in the case.

Deposit now, final duty later. The deposit is not the final duty. The entry stays unliquidated until Commerce completes the administrative review for the period it was entered in. CBP then liquidates it at the rate that review sets and bills or refunds the difference with interest. AD/CVD entries can stay open for years, and the importer of record carries the difference. A review happens only if Commerce is asked for one in the order's anniversary month; if nobody asks, entries liquidate at the deposit rate.

Reimbursement certificate. Before liquidation, the importer files a certificate under 19 CFR 351.402(f)(2) stating whether the exporter has paid or reimbursed the antidumping duty. Without it, Commerce may presume reimbursement and deduct the duty a second time in the margin calculation. Brokers file it with the entry summary; make sure yours does.

Entry reporting. The AD/CVD case number goes on the 7501 line alongside the HTS number, and any Chapter 99 lines the goods carry are reported in the order CBP prescribes; the tariff updates tracker carries the current Chapter 99 sequence and the actions behind it.

Shipping from a third country doesn't change the origin. Goods finished, cut or packaged in a third country stay in scope if the notice's written scope covers them. A change of shipping origin is not a change of AD/CVD origin.

Estimating the stack. The tariff simulator returns the Column 1 rate and the Chapter 99 additional duties for an HTS number and origin. It does not include antidumping or countervailing deposits, so add the deposit at your supplier's current rate on top.
